POSITION SUMMARY

The County of Calaveras Administration Department is seeking an Emergency Services/Disaster Recovery Coordinator. We are seeking to build a team for our newly reorganized Office of Emergency Services (OES), now housed under the County Administrator. The incumbent will have the opportunity to assist in developing structure, policies and networks from the ground up and will play a key role in developing a model OES program for Calaveras County.  The position comes with a comprehensive benefits package, including medical, dental, vision, life insurance, deferred compensation with a county match, a CalPERS pension and much more.

 

The incumbent will, under general direction of the County Administrative Officer or Emergency Services Director, monitor the County's participation in Federal & State disaster assistance recovery programs; monitor and manage aspects of Cal-OES and FEMA programs(e.g. determine eligibility under the programs; review final cost documentation for purposes of reimbursement); assemble data necessary to request financial disaster assistance from Federal, State and other outside resources following disasters; travel to disaster or emergency site as directed by supervisor; work with Federal, State & local governments in processing documents in preparation of cost documentation & proof of expenditures for disaster-related restoration work; submit  claims to the Federal and State government entities; implement necessary procedures for expediting receipt of Federal & State funds by local governments; maintain detailed records of all transactions & arrange for federal & state audits as required by regulations; assist in emergency preparedness training and outreach efforts.

 

DISTINGUISHING CHARACTERISTICS

This single incumbent classification has responsibility for monitoring and reviewing expenditures for Federal and State reimbursements.  Incumbent will provide multi-departmental administrative and fiscal documentation of Federal and State disaster recovery programs and is expected to assess, organize and implement auditing programs while performing more complex accounting work. 



EXAMPLE OF DUTIES

  • Prepare & monitor project proposals for submission to granting agencies such as the Federal Emergency Management Agency (FEMA);
  • Seek and participate in the development of various emergency management grants for equipment, training, facilities, vehicular needs, and/or support services;
  • Assist in the development of agreements with allied agencies and vendors to commit personnel, equipment and other appropriate resources during emergencies;
  • Monitor project applications through the grant process; advise superiors of grant eligibility & provide technical assistance, guidance & training to grant administrators & project directors;
  • Ensure compliance with Federal & State laws, regulations, policies & procedures by establishing disaster recovery grant monitoring systems;
  • Assist in the development of policies & procedures necessary to monitor the progress of disaster recovery efforts;
  • Monitor & evaluate disaster recover grant projects to assure adherence to standards by conducting onsite inspections of projects;
  • Assist with the development of comprehensive disaster preparedness & assistance plans, programs & capabilities to enhance state preparedness;
  • Develop & improve plans to provide effective disaster assistance during recovery operations;
  • Monitor expenditures and cost documentation for compliance;
  • Accomplish improvements & changes required in present plans that contribute to comprehensive emergency management & mitigation activities;
  • Assist in correcting deficiencies identified by critiques of disasters through improved mitigation, preparedness, response or recovery activities;
  • Assist in the training of temporary contract personnel during recovery operations;
  • Coordinate and assist in emergency preparedness training and disaster drills for County departments and staff, community and volunteer groups;
  • Assists with other emergency support duties to meet operational requirements (e.g., emergency assessment, field work, reports, plans, & Emergency Operations Center assignments, during exercises or actual incidents, including activation of State Emergency Operations Center for any hazard).
  • Coordinate public education programs for schools, community groups, and the general public;



MINIMUM QUALIFICATIONS

Knowledge of:

Principles, practices and methods related to emergency management and related programs; principles and practices of emergency services coordination, program coordination and evaluation; emergency response and disaster preparedness systems including, but not limited to, national Incident Management Systems (NIMS), State Emergency Management System (SEMS) and related systems; Federal, State and local laws, policies, programs and plans for emergency and disaster management; background and objectives of Federal, State, regional and local emergency services programs, systems and reimbursement requirements; technology and trends in areas of emergency and disaster preparedness, response, mitigation and recovery; methods for improving the whole community resiliency model; statistical and analytical techniques applicable to disaster and recovery analysis; techniques employed in public presentations, group dynamics; negotiation techniques and consensus building techniques;  applicable statutes, rules, ordinances, codes and regulations; fiscal management and cost accounting practices and procedures; County policies and procedures;  principles, practices, and trends in public administration, leadership, management and strategic planning; principles and practices of governmental budgeting, contract management, and grant programs and fiscal planning. 

 

Skill to:

Assist in the operational area program involving a variety of County departments and staff, member agencies, volunteer groups, businesses and community service organizations; assist in the formulation and implementation of countywide emergency plans; assist in the evaluation and implementation of technological changes to improve systems and programs; interpret and evaluate departmental policies, programs and practices; define problem financial recovery areas; plan, coordinate and initiate action to implement policy and fiscal decisions; collect, analyze and evaluate complex data and fiscal problems, select alternatives, identify consequences, and develop sound recommendations;  prepare comprehensive reports and implement plans and policies; understand, interpret, explain and apply pertinent laws, rules, regulations and ordinances; exercise independent judgment and initiative in solving difficult administrative, technical and fiscal problems or issues; work well under pressure with changing issues and emergency conditions and status; recognize and respond appropriately to problems of a sensitive or political nature; communicate effectively orally and in writing, including skill to prepare administrative, technical and statistical reports and comprehensive emergency response plans; establish and maintain effective working relationships with all those contacted during the course of work.

 

Education, Training and Experience:

Bachelor's degree from an accredited college or university with major coursework in emergency management, accounting, business administration, public administration, or related. 

Two (2) years’ technical level experience in cost accounting, grant management, disaster planning, emergency management, program management or related experience.

The education requirement may be substituted on a year for year basis with disaster planning or emergency management/recovery experience.

Completion of Federal Emergency Management Institute (FEMA) coursework must be obtained within 6 months of appointment:

Standardized Emergency Management System

IS100 – Incident Command System

IS200 – Incident Command System for Single Resources and Initial Action

IS230d – Fundamentals of Emergency Management

IS700 – National Incident Management System

IS800 – National Response Framework

 

Licenses, Certificates, or Registrations:

Possession of a valid California driver’s license.
