POSITION SUMMARY

Calaveras County’s Facilities Division is seeking a Facilities Maintenance Engineer to join their team. The incumbent, under general direction,  leads, trains, and participates in the more complex and difficult work of a crew responsible for providing maintenance and repair to County buildings and facilities; sets priorities and directs the work of assigned staff on a project or day-to-day basis; plans and coordinates the construction, installation, maintenance, and repair of County buildings, facilities and grounds; performs complex maintenance and repair work; provides technical and specialized assistance to the assigned management and supervisory staff; assists with the coordination of facilities maintenance related projects and programs and performs related work as required.

 

This is the advanced level lead-worker classification in the facilities maintenance series. Incumbent will plan, organize, and lead the work of facilities maintenance workers and contractors in the maintenance of County buildings, facilities and grounds.  Incumbents are expected to independently perform the full range of facilities maintenance duties.  Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines.  This class is distinguished from the Facilities Maintenance & Ground Manager in that the latter is a mid-management classification and has management responsibilities for all building maintenance, grounds maintenance, and housekeeping staff.

 



EXAMPLE OF DUTIES

  • Evaluates, maintains and repairs heating, ventilation and air conditioning equipment.
  • Plans, organizes, and assigns the work of facilities maintenance workers and contractors in consultation with the Facilities Maintenance & Grounds Manager; communicates status of repairs to appropriate personnel, working cooperatively to schedule repairs in accordance with established and special operational priorities;
  • Monitor and operate the County’s Building Automation System;
  • Provides technical and functional leadership to Facilities Maintenance Workers; leads the work of assigned staff and contractors while on the job site; reviews quality of work;
  • Participates in performing routine to complex and specialized maintenance and repair work on County infrastructure.
  • Performs minor adjustments on service equipment; maintains tools and equipment in working and safe order;
  • Trains lower level facilities maintenance staff in work and safety procedures and in the operation and use of tools, equipment and supplies; implements procedures and standards;
  • Assists in the administration of annual contracts, such as custodial services and related facilities maintenance functions;
  • Participates in the development and implementation of goals, objectives, policies and priorities for assigned services and programs; identifies resources needed;
  • Recommends and implements policies and procedures, including standard operating procedures;
  • Inspects assigned County facilities for safety violations; ensures that safety procedures are followed and that safety equipment is work; makes periodic safety presentations if required;
  • Troubleshoots complex operational and maintenance problems; corrects or assigns the correction and repair of operational and/or equipment problems;
  • Provides staff assistance to the Facilities Maintenance & Grounds Manager; prepares and presents staff reports and other necessary correspondence; completes maintenance related reports, records and files; ensures proper documentation of activities;
  • Attends trainings, meetings, workshops, etc., as required to enhance job knowledge and skills; stays current on trends on facilities related technology and environmental requirements;
  • Responds to emergency situations as necessary; and
  • Performs other duties as assigned.



MINIMUM QUALIFICATIONS

Knowledge of:

Principles and practices of leadership, including work planning, assignment, and training of lower-level staff; principles and practices of facilities maintenance and repair program administration; principles, practices, procedures, equipment, tools and materials of facilities maintenance and repairs; applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility; basic principles and practices of budget and capital improvement program development, administration, and accountability; purchasing and supply ordering policies and procedures; principles and practices of electrical, plumbing, HVAC, refrigeration, mechanical, carpentry, concrete work, masonry and related building trades; and principles and practices of OSHA safety requirements and training.

 

Skill to:

Assist in developing and implementing goals, objectives, practices, policies, procedures, and work standards; train, plan, organize and schedule lower-level staff; organize, implement, and lead staff in facilities maintenance and operations activities; interpret, apply, explain, and ensure compliance with applicable Federal, State, and local policies, procedures, laws and regulations; understand, interpret, and successfully communicate both orally and in writing, pertinent department policies and procedures; perform the most complex maintenance and operations duties and operate related equipment and tools safely and effectively; develop cost estimates for supplies and equipment; prepare clear and concise reports, correspondence, procedures, and other written materials; establish and maintain a variety of manual and computerized files, record-keeping, and project management systems; organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; operate modern office equipment, including computer equipment and software programs; use English effectively to communicate in person, over the phone, and in writing; use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines; and establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. 

 

Education, Training and Experience:

Equivalent to graduation from high school.  Five years of journey-level experience in the operation and repair of commercial and residential buildings and facilities, including HVAC, ventilation and refrigeration, boiler systems, and building automation control programs, or four years as a Facilities Maintenance Worker III with the County of Calaveras.   

 

Licenses, Certificates, or Registrations:

  • Possession of a valid California driver’s license.
  • Industrial or trade-school graduation or certificates or graduation from a registered apprenticeship is preferred.
  • Possession of, or ability to obtain, a Refrigeration Recovery Certification issued by the U.S. Environmental Protection Agency within the first six months of employment.



SPECIAL REQUIREMENTS

Following successful completion of the oral interview, an in-depth Sheriff’s background investigation will be conducted.  In addition, a fit for duty medical examination will be completed. Successful completion of all phases of the County’s testing process is required.
