POSITION SUMMARY

Victim/Witness Advocate I

This is the entry level in the Victim/Witness Advocate series.  Basic knowledge of the criminal justice system, strong organizational, problem solving and interpersonal skills; ability to identify and be responsive to needs of victims of crimes and relate well to them; ability to demonstrate sensitivity to and establish rapport with victims of crime; ability to exhibit emotional stability under conditions of high stress; ability to understand and apply established program guidelines.  In addition, incumbents should be able to effectively interview program participants to obtain and record factual information, communicate effectively both orally and in writing, maintain confidentiality.

 

Victim/Witness Advocate II (In addition to the above)

This is the advanced level of the Victim/Witness Advocate series.  Intermediate knowledge of the criminal justice system, intermediate knowledge of the operations and practices of local law enforcement, court and other community partners; ability to work effectively with victims, witnesses, and prosecutors with limited supervision in rapidly changing situations and circumstances;  ability to demonstrate sensitivity to and establish rapport with victims in complex and/or high profile crimes; ability to understand and apply applicable laws, rules, and regulations as they relate to the established program guidelines.



EXAMPLE OF DUTIES

The information listed below lists the major duties of the job and is not all-inclusive; not all duties are necessarily performed by each incumbent; incumbents may be expected to perform job-related duties other than those listed here and may be required to have specific job-related knowledge and skills. 

Victim/Witness Advocate I

  • Arranges for and accompanies victims and witnesses to case preparation meetings.
  • Accompanies victims and witnesses to court.
  • Provides referrals to counseling, educational, psychological, health, medical, and social services care providers. 
  • Provides referrals and facilitates access to emergency intervention services.
  • Explains established program guidelines and orients victims and witnesses to the criminal justice system.
  • Provides general victim resource information and emotional support to victims of crime.
  • Interviews victims and witnesses of crime to obtain factual information needed to determine eligibility for participation in the Victim Witness Assistance Program.
  • Assists victims with State Victim Compensation applications.
  • Provides victims with case status and disposition information.
  • Transports or coordinates transportation for victims and witnesses.

 

Victim/Witness Advocate II (In addition to the above)

  • Assist victims and witnesses in complex criminal matters and/or high profile crimes.
  • Assists victims with requests for the return of property held by the criminal justice system; assists victims of crime with requesting restitution.
  • Assists victims by providing victim’s family, friends, and/or employer with relevant and non-confidential information that may help minimize the impact of the crime.
  • Compiles statistical data for use in preparing reports and surveys.
  • Assists victims with appeals to the Victim Compensation Board for claims issues.
  • Prepares correspondence, memoranda, and reports.
  • Provides information regarding the applicable laws, rules and regulations relating to established program guidelines.



MINIMUM QUALIFICATIONS

Victim/Witness Advocate I

Knowledge of:

Basic counseling and crisis intervention techniques; interview techniques and record keeping practices; proper spelling, grammar and punctuation; modern office procedures and practices; computer software to include word processing, spreadsheets, presentation programs, and related hardware.

Skill and Ability to:

Provide emotional support to victims and witnesses of crimes; evaluate situations accurately and adopt an effective course of action; read and understand legal forms; understand basic rules and processes of the Victim Witness program, communicate effectively and concisely, both orally and in writing; read, understand, and record relevant information for program participants applying for services; carry out basic oral and written directions; maintain strict confidentiality of Victim/Witness and District Attorney files; establish and maintain effective working relationships with co-workers, court personnel, law enforcement, victims and witnesses, other governmental agencies, and the public; maintain a high degree of maturity, integrity, loyalty, accountability, and good judgment.

 

Victim/Witness Advocate II (In addition to the above)

Knowledge of:

Counseling and crisis intervention techniques in complex and/or high profile criminal matters; preparation of comprehensive statistical reports; Victim Compensation Program claims and appeals process; advanced knowledge of the Victim/Witness program and established program guidelines.

Skill and Ability to:

Provide information and emotional support to victims and witnesses in complex and/or high profile criminal matters; maintain a high degree of initiative; analyze criminal files for return of property issues; understand, apply and provide information on the applicable laws, rules, and regulations as they relate to established program guidelines; identify and compile relevant statistical data for use in preparing reports and surveys.

 

Education and Experience:

 

Victim Witness Advocate I:  Equivalent to graduation from high school and one year of full time experience providing customer service in a professional office setting; AND either one (1) of the Options listed below:

· Completion of fifteen (15) semester units of coursework in administration of justice, criminology, psychology, sociology, social welfare, or a closely related field. 

OR

· One year experience of para-professional victim services, peer counseling, crisis intervention, social services, health services, or related experience.

Additional Requirements:  Victim Witness Advocate I applicants must successfully complete the required minimum 40 hours of entry-level advocate training curriculum as required by the State of California, Office of Emergency Services, within one year of employment.

 

Victim Witness Advocate II: (in addition to above):  Minimum of three years performing the duties of a Victim Advocate I with increasing responsibility for complex cases.  Must possess a certificate of completion of the Advanced Victim Advocate training curriculum as required by the State of California, Office of Emergency Services.
