POSITION SUMMARY

As an EHS Trainee you will work under direct supervision and assist with environmental studies, inspections and investigations.

As an REHS you will conduct environmental sanitation studies, inspections and investigations to prevent or eliminate environmental sanitation health hazards

DEFINITION:

Under general supervision, to conduct environmental sanitation studies, inspections and investigations; to prevent or eliminate environmental sanitation health hazards; to do related work as required.

DISTINGUISHING CHARACTERISTICS:

Registered Environmental Health Specialist I: This is the entry level position in the classification series and as such is responsible for basic environmental health duties; incumbents in this classification will be expected to handle routine duties under close supervision.

Registered Environmental Health Specialist II: This is the journey level position in the classification series and will be expected to handle responsible professional duties with minimal supervision.



EXAMPLE OF DUTIES

Environmental Health Specialist Trainee:

  • Assists County Public Health and Environmental Health service providers.
  • Plans and performs routine surveys, investigations and inspections to determine environmental health problems and needs.
  • Inspects food handling and processing establishments, camp sites, trailer courts, swimming pools, housing and dwelling units, schools, public and private buildings and installations for compliance with sanitation laws and regulations.
  • Reviews and approves development plans.
  • Investigates complaints relating to insect problems, animal bites, unsanitary waste disposal and related problems.
  • May advise public on laws and regulations and works to secure voluntary compliance.
  • Appears as witness in court if needed.
  • Work with community agencies in promoting sanitation and public health standards.
  • May prepare ordinances and makes presentations to Planning Commission and the Board of Supervisors.
  • May coordinate air pollution activities and over sees conformance of State and Local air pollution regulations.
  • May prepare reports.
  • Assists Registered Sanitarian as needed.

Registered Environmental Health Specialist I/II

  • Perform routine inspections and complaint investigations of permitted facilities, such as food facilities, public swimming pools, organized camps, hazardous material/waste facilities, sanitary landfill and transfer stations, and water systems, to ensure compliance with Federal, State and County laws and regulations.
  • Perform plan checks, issue construction permits and inspect water wells, septic systems, underground storage tanks, swimming pools and food facilities.
  • Conduct review of land development plans and evaluation of sites for compliance with State and County regulations for subdivision of land and commercial projects.
  • Prepares inspection and investigation reports for the enforcement of environmental and public health laws.  Provides instruction for the correction of deficiencies and violations.
  • Collect samples and specimens for laboratory analysis and interprets laboratory findings.
  • Conduct joint inspections with other agencies as required.
  • Makes presentations to the public or business groups.



MINIMUM QUALIFICATIONS

Knowledge of:

Environmental Health Specialist Trainee:

Basic principles of physical, biological and social sciences used in environmental quality control; functions and operations of related agencies and community organizations; State and Local laws and regulations governing public health sanitation and public health; methods and techniques of investigation, inspecting and resolving unsanitary conditions; general principles and practices of environmental health and sanitation; principles of research, statistical analysis and report writing.

Registered Environmental Health Specialist I/II

Basic principles of physical, biological and social sciences used in environmental quality control; functions and operation of related agencies and community organizations; State and Local laws and regulations governing public health sanitation and public health; methods and techniques of investigation, inspecting and resolving unsanitary conditions; general principles and practices of environmental health and sanitation.

 

Skill and Ability to:

Environmental Health Specialist Trainee:

Analyze situations accurately and take effective action; establish and maintain cooperative relationships with others; prepare clear and concise reports; plan, organize and carry out research; analyze and evaluate data and make recommendations based on findings; detect unsanitary conditions and public health hazards and secure their correction through education, voluntary compliance or legal enforcement; coordinate public health needs and goals.

Registered Environmental Health Specialist I/II

Analyze situations accurately and take effective action; establish and maintain cooperative relationships with others; prepare clear and concise reports; plan, organize and carry out research, analyze and evaluate data and make recommendations based on findings; detect unsanitary conditions and public health hazards and secure their correction through education, voluntary compliance or legal enforcement; instruct in the methods and procedures of sanitary inspection and correction of unsanitary conditions; apply knowledge of a specialized and complex nature; coordinate public health needs.

 

Education and Experience:

Environmental Health Specialist Trainee:

Equivalent to graduation from an accredited four year college or university with a Bachelors degree in environmental health or a related field.   Possession of an approved authorization from the State of California Department of Environmental Health to participate in a Trainee Program.

Registered Environmental Health Specialist I:

Equivalent to graduation from an accredited college or university with a Bachelor’s degree in Environmental Health or related and (I) one year of responsible professional experience in a Public/Environmental Health Agency.  Possession of valid certification of registration issued by the State Department of Health. 

Registered Environmental Health Specialist II

Equivalent to graduation from an accredited college or university with a Bachelor’s degree in Environmental Health or related and (2) two years of responsible professional experience in a Public/Environmental Health Agency.  Possession of valid certification of registration issued by the State Department of Health. 

 



SPECIAL REQUIREMENTS

Possession of a valid California driver's license.

  • For REHS: Certificate of registration issued by the State of California

Application materials will be reviewed to evaluate the specific qualifications of each applicant and determine which applicants will continue in the screening process.  Incomplete application packets will be screened out of the process.  Those candidates identified as having qualifications best suited for the position will be invited to an oral examination.   Following the oral examination, the top candidates will be referred to the Department Head for a selection interview.
